WASHINGTON, DC--As we usher in a New Year, the first phase of a revolution in home lighting products ? one that promises a bright future at less cost ? will begin as well, says the Alliance to Save Energy.

Lighting likely accounts for 12% of home energy use, but the growing array of energy-efficient options allows consumers across the country to cut those expenses by $50 to more than $100 a year. Many of the new products are already on store shelves in anticipation of the federal standards that begin phasing in on January 1.

The 2007 Energy Independence and Security Act, signed into law by President George W. Bush, established the new lighting standards that take effect over three years. In 2012 the law requires manufacturers to offer bulbs that are about 25% more energy efficient than traditional 100-watt incandescent bulbs. The law covers 75-watt bulbs in 2013 and 60- and 40-watt bulbs in 2014.

Lighting manufacturers are ready for the challenge, having been closely involved ? along with energy efficiency groups like the Alliance ? in developing the standards back in 2007. Their new products, including halogen incandescents, compact fluorescents (CFLs) and light-emitting diodes (LEDs), shed light in a range of colors from "warm white" to "cool blue," come in different shapes and sizes and offer different levels of savings.

Those manufacturers, as well as the Alliance and other advocates, are now working to dispel misunderstandings about the standards and to spread the word about the savings they offer.

"There has been some confusion about the impact of the new lighting standards," says Alliance President Kateri Callahan. "Consumers can still purchase incandescent bulbs with the brightness of a 100-watt bulb. The only difference is that those bulbs will be more efficient halogen incandescents that use about 30% less energy. Consumers are also able to choose CFLs and LEDs, which can save them 75% or more on their lighting energy costs. And, the more bulbs they replace with today's efficient ones, the more they will save."

The savings are considerable for the nation at large, too -- as much as $10 billion dollars a year and the amount of electricity generated by 30 large power plants ? about the same amount of electricity used by the state of Indiana every year.

"One of the easiest and most cost-effective ways to make your home more energy efficient is by switching to energy-saving light bulbs. As consumers make the switch, we encourage them to look for new labeling and other information to help them make the best choices for their home," added Callahan.

The Alliance to Save Energy is a steering committee member of the LUMEN Coalition, a group of nonprofit organizations, manufacturers, utilities and others committed to educating consumers about their new lighting choices. The LUMENnow.org website can help consumers understand their new lighting options and shows them the results of a lighting makeover in a home.

Libya Ex-Rebels Sign Up for Government Jobs

Hundreds of former Libyan rebels who helped topple Muammar Qaddafi were filling out applications Wednesday for jobs with the new government as a first step to disarmament, the interior minister said.

Fawzy Abdul-Ali told The Associated Press that former rebels will be asked to turn in their weapons after training and working with the government.

The uncontrolled ownership of weapons has been a major security concern since the end of the eight-month civil war that toppled Qaddafi in October. Rival revolutionary militias that remain armed have clashed repeatedly.

Abdul-Ali said former rebels will have until the end of January 2012 to apply for governments posts through local military councils distributing the applications.

Ibrahim al-Khamsy, 50, hoped that filling out an application will get him a job at an oil rig, like the one he had for 13 years. He also expects the new government to compensate him for the years he spent unemployed after Qaddafii regime officials fired him in 1990.

"I hope I can go back to my old job, but they have to count those years of experience... or give me a raise," he said.

Although the application process was not scheduled to begin until January, several local councils began distributing the applications over the past day.

Mohammed al-Shatewi, a member of one of Tripoli's military councils, said ex-rebels can apply to join the army, the Interior Ministry, a civil institution or to continue their education and study abroad.

The applications ask former rebels what brigade they belong to, what their rank was during the uprising and the serial numbers of the weapons they possess. It also asks them for personal information regarding their education, marital status and if they were wounded in the uprising.

Rabie al-Aib, 31, a former rebel who became disabled during the fighting and is now unemployed hoped that filling out an application will help him get by a little easier.

"I want to get a job, and have a car and a house," he said, mirroring what several other former rebels wrote on their applications.

Former fighters who are unemployed could receive a monthly stipend from the government until they find work, the interior minister said.

National Transitional Council chief Mustafa Abdul-Jalil has noted before that 75 percent of those carrying weapons are unemployed.

According to Munier Karim, the head of a local military council in the capital Tripoli, there are nearly 400 unemployed former rebels out of 1,200 fighters registered with his council. The capital has several local military councils.

The application process is an attempt by the country's new leaders to stamp their authority on the nation and rein in the dozens of armed factions that arose during the war and now are reluctant to disband or submit to the central authority.

NTC officials estimate that 200,000 former rebels need reintegration, and finding them work is a major challenge facing Libya's new rulers.

Officials have said that the government cannot disarm fighters until there are alternatives, including jobs and training.

The government is seeking to dissolve revolutionary brigades throughout the country and unify them into a cohesive national army or police force.

In an interview with the AP, Defense Minister Usama al-Juwali said his ministry needs about 25,000 recruits.

"We need new blood, " he said, noting that the ministry is trying to rebuild and restructure its air force, special forces and border guards, among other branches.

"We need security forces to guard vital institutions and oil companies," he said.

Abdul-Ali, the interior minister, said his ministry needs another 25,000 recruits to restore security to Libya. The Interior Ministry supervises police forces.

Earning around $150 a month as a driver in the desert for an oil company, Bilgassim al-Katib, 22, said he wants to join a security ministry. To him, the application marks the start of a new year and for once, hope for the future.

"I hope the upcoming year will be good. The dictator is gone and we hope the best for a new Libya," he said as he filled out an application.

DON'T discusses exes and crushes. It's a small world, and thanks to social media it's shrinking by the minute, so play it safe.

How long can Apple sustain Steve Jobs' patent war?

Steve Jobs told his biographer that Apple would rather wage "thermonuclear war" with Google Inc. than make deals to share its technology with the maker of the Android operating system.

That was no empty threat. In the 18 months before Jobs died on Oct. 5, Apple sued HTC, Samsung Electronics and Motorola Mobility, the three largest Android users. It alleged that the phone makers stole Apple's technology and asked courts to make them stop.

Now, as rulings start coming in, it might be time for a detente that helps Apple maximize the value of its patents, said Kevin Rivette, a managing partner at 3LP Advisors LLC, a firm that advises on intellectual property.

When courts side with Apple and impose bans on infringing products, competitors can often devise workarounds; in cases where Apple doesn't win import restrictions, it would be better off striking settlements that ensure access to a competitor's innovation, he said.

"A scorched-earth strategy is bad news because it doesn't optimize the value of their patents - because people will get around them," said Rivette, whose clients include Android licensees.

"It's like a dam. Using their patents to keep rivals out of the market is like putting rocks in a stream. The stream is going to find a way around. Wouldn't it be better to direct where the water goes?"

Apple spokesman Steve Dowling declined to comment.

For a time, Apple's strategy looked sound. In October, an Australian court banned the sale of Samsung's Galaxy 10.1 tablet in that country, and the U.S. International Trade Commission agreed to consider an import ban on sales of certain HTC devices.

Then the tide began to turn. Apple suffered a setback Nov. 30, when a higher Australian court overturned the ruling against Samsung. On Thursday, a German judge said he was unlikely to uphold an import ban on a version of the Galaxy, which Samsung had modified in response to a ban on the original design.

Partial victory

The ITC gave Apple only a partial victory on Dec. 20 by ruling that HTC had violated only one of four patents Apple said it infringed. The patent covered what is called data detection, a feature that helps users make a call, send an e-mail or find an address on a map with a single keystroke. A day later, HTC said it found a way to work around the issue.

Even if HTC had to leave the feature out of its future products, the ruling reinforces predictions that Apple won't succeed forever in preventing Android rivals from selling gadgets with the now-familiar hallmarks of Apple's pioneering devices. These include touch-screens and app stores.

Long-term prospects

Legal history isn't on Apple's side, said Marshall Phelps, former head of intellectual property at IBM and Microsoft.

"Nobody has ever kept competitors out of any market with patents," in part because software can usually be slightly changed to find a non-infringing alternative, he said.

Exceptions, he said, include an IBM patent that characterized the basic architecture of a computer and Texas Instruments' original patent for the integrated circuit, or computer chip.

IBM was ordered by the U.S. Department of Justice to license its patent, while Texas Instruments decided to do the same, which has resulted in billions of dollars in royalties, Phelps said.

Many of Apple's patents, by contrast, relate to the look and feel of devices or particular ways of using a machine, rather than a basic technology breakthrough.

The question on the minds of many patent lawyers isn't whether Apple should adapt its legal stance, but when.

For now, the company's approach is costing rivals millions of dollars in fees, distracting management and preventing them from emulating Apple's products more boldly, said Ron Epstein, a former attorney at Intel who now runs patent licensing firm Epicenter IP Group.

BUENOS AIRES, Argentina ? An Argentine province is cracking down on a beloved holiday tradition, banning the kind of paper balloons that wowed audiences of the animated Disney movie "Tangled."

Argentines have long made a tradition of lighting paraffin wax inside paper balloons each Christmas and New Year's Eve. The flying fireballs can be seen rising through the night sky. But what goes up must come down, and in the central province of Cordoba alone, 14 fires were reported this Christmas Eve, most of them blamed on the balloons.

Cordoba Gov. Jose Manuel de la Sota banned the making, sale and use of the balloons Wednesday night. His province has been suffering from drought and is particularly prone to wildfires.

Aggressive Growth Stock: O'Reilly Automotive

O?Reilly Automotive (NASDAQ:ORLY) continues to rise despite lofty valuation, the stock remains a Zacks #1 Rank (Strong Buy).

Company Description

O?Reilly Automotive is a specialty retailer of automotive aftermarket parts, tools, supplies, equipment and accessories.

Good Earnings

We have to go back to Oct 26 for the last quarterly report, but it was a good one. Net income increased 27% or $32 million ahead of the year ago level of $117 million. Revenue for the period was up 8% to $1.54 billion.

Earnings per share came in at $1.10, 10% ahead of what analysts polled by Zacks were expecting. After meeting earnings expectations in the June quarter of 2011, ORLY has returned to posting an earnings surprise.

More Shares to be Repurchased

On November 16, the company announced its intention to increase a share repurchase program. Adding $500 million to the existing program brings the total to $1.5 billion. Prior to the increase, the company had repurchased 14.4 million shares for $859 million for an average price of $59.81, well below current levels.

Valuations

Shares of ORLY are not cheap by most metrics, but underlying metrics such as sales per store and sales per square foot increased in the most recent quarter.

The stock is trading at a premium to its direct competitors with a 21.4x forward PE. By comparison, Autozone (NYSE:AZO), a Zacks #2 Rank (Buy) stock trades at 14x forward earnings estimates.

Appeals court upholds convictions in Fort Dix plot (AP)

TRENTON, N.J. ? A federal appeals panel on Wednesday upheld the convictions and sentences of five Muslim men accused of planning to attack Fort Dix or other military bases, though it threw out a charge against one defendant.

The main issue was prosecutors' use of wiretaps obtained under the Foreign Intelligence Surveillance Act, a part of the Patriot Act aimed largely at gathering foreign intelligence.

The recordings were a major piece of a 2 1/2-month trial for the five men, all Muslim immigrants who grew up in the New Jersey suburbs of Philadelphia.

The men ? Mohamad Shnewer, Serdar Tatar, and brothers Dritan, Eljvir and Shain Duka ? were arrested in May 2007. In 2008, a federal jury in Camden, N.J., convicted them of conspiring to kill U.S. military personnel at Fort Dix. All but Tatar are serving life terms.

Defense lawyers said it was unconstitutional to use the recordings in a domestic criminal case and that it may have been impossible to convict the men without the evidence.

But in a unanimous ruling written by Judge Marjorie O. Rendell, a three-judge panel of the Philadelphia-based 3rd U.S. Circuit Court of Appeals disagreed. The challenged search "was conducted in objectively reasonable reliance on a duly authorized statute," and therefore admissible at trial, Rendell wrote.

Another major issue came from an error that federal prosecutors acknowledged in January: Three of the men were convicted of attempted possession of firearms in furtherance of a crime, but the law in question does not have a provision that outlaws attempted possession.

In the case of that count against Dritan and Shain Duka, the judges said defense lawyers should have raised it before the trial judge. Since they didn't, the judges said, it should not be overturned. The judges also said that there was evidence at trial that the two actually possessed weapons.

But the case of Shnewer was different. The court ruled that there was no evidence he possessed the weapons. As a result, his weapons conviction was dismissed, along with the 30-year prison term that went with it.

He is still serving a life term.

Richard Sparaco, a lawyer for Tatar, said Wednesday that he would consult with his client but expected he would file an appeal. Rocco Cipparone, who represents Shnewer, said he would likely pursue an appeal to the U.S. Supreme Court on the parts of the conviction that were upheld.

Leafs coach Ron Wilson gets contract extension (AP)

TORONTO ? Maple Leafs coach Ron Wilson has gotten his Christmas wish.

Two days after hinting on Twitter of his desire for a new contract, Wilson says the team has given him an extension.

"'He came! He came!' Remember saying that as a little kid? Well he did: I got a new Red Ryder BB gun and a contract extension!" Wilson tweeted Sunday morning.

The team did not immediately respond to an email seeking confirmation. Wilson tweeted Friday that what he wanted for Christmas was a new contract from general manager Brian Burke.

"This Xmas could be better if Santa stuffs a certain piece of paper in my stocking. whatcouldthatbe," Wilson posted on his Twitter account.

The 56-year-old Wilson is in the final season of a four-year contract. The Leafs are sixth in the Eastern Conference with 40 points. Toronto has not made the playoffs in three previously seasons under Wilson, who is 119-120-42 with the Leafs.

Wilson, a defenseman as a player, was selected by the Leafs in the 1975 draft. He has a 637-546-101-88 coaching record with Anaheim, Washington, San Jose and Toronto. He is 47-48 in the playoffs.

'Rare' brain disorder may be more common than thought, scientists say

ScienceDaily (Dec. 25, 2011) ? A global team of neuroscientists, led by researchers at Mayo Clinic in Florida, has found the gene responsible for a brain disorder that may be much more common than once believed. In the Dec. 25 online issue of Nature Genetics, the researchers say they identified 14 different mutations in the gene CSF1R that lead to development of hereditary diffuse leukoencephalopathy with spheroids (HDLS). This is a devastating disorder of the brain's white matter that leads to death between ages 40 and 60. People who inherit the abnormal gene always develop HDLS. Until now, a definite diagnosis of HDLS required examination of brain tissue at biopsy or autopsy.

The finding is important because the researchers suspect that HDLS is more common than once thought and a genetic diagnosis will now be possible without need for a brain biopsy or autopsy. According to the study's senior investigator, neurologist Zbigniew K. Wszolek, M.D., a significant number of people who tested positive for the abnormal gene in this study had been diagnosed with a wide range of other conditions. These individuals were related to a patient known to have HDLS, and so their genes were also examined.

"Because the symptoms of HDLS vary so widely -- everything from behavior and personality changes to seizures and movement problems -- these patients were misdiagnosed as having either schizophrenia, epilepsy, frontotemporal dementia, Parkinson's disease, multiple sclerosis, stroke, or other disorders," says Dr. Wszolek. "Many of these patients were therefore treated with drugs that offered only toxic side effects.

"Given this finding, we may soon have a blood test that can help doctors diagnose HDLS, and I predict we will find it is much more common than anyone could have imagined," he says.

Dr. Wszolek is internationally known for his long-term efforts to bring together researchers from around the world to help find cases of inherited brain disorders and discover their genetic roots.

Dr. Wszolek's interest in HDLS began when a severely disabled young woman came to see him in 2003 and mentioned that other members of her family were affected. The diagnosis of HDLS was made by his Mayo Clinic colleague, Dennis W. Dickson, M.D., who reviewed the autopsy findings of the patient's uncle, who had previously been misdiagnosed as multiple sclerosis, and subsequently, Dr. Wszolek's patient and her father. All members of the family had HDLS.

Dr. Dickson had identified other cases of HDLS from Florida, New York, Oregon and Kansas in the Mayo Clinic Florida brain bank and knew of a large kindred in Virginia with similar pathology, based upon a presentation at the annual meeting of the American Association of Neuropathologists. With concerted efforts, Dr. Wszolek and collaborators at University of Virginia were able to obtain DNA samples from the Virginia kindred. Dr. Wszolek also sought other cases, particularly those that had been reported in the neuropathology literature, and he was able to obtain samples from Norway, the United Kingdom, Germany and Canada, and other sites in the U.S. He and his team of investigators and collaborators have since published studies describing the clinical, pathologic and imaging characteristics of the disorder, and they have held five international meetings on HDLS.

In this study, which included 38 researchers from 12 institutions in five countries, the study's first author, Rosa Rademakers, Ph.D., led the effort to find the gene responsible for HDLS. Her laboratory studied DNA samples from 14 families in which at least one member was diagnosed with HDLS and compared these with samples from more than 2,000 disease-free participants. The gene was ultimately found using a combination of traditional genetic linkage studies and recently developed state-of-the art sequencing methods. Most family members studied -- who were found to have HDLS gene mutations -- were not diagnosed with the disease, but with something else, thus emphasizing the notion that HDLS is an underdiagnosed disorder.

The CSF1R protein is an important receptor in the brain that is primarily present in microglia, the immune cells of the brain. "We identified a different CSF1R mutation in every HDLS family that we studied," says Dr. Rademakers. "All mutations are located in the kinase domain of CSF1R, which is critical for its activity, suggesting that these mutations may lead to deficient microglia activity. How this leads to white matter pathology in HDLS patients is not yet understood, but we now have an important lead to study."

"With no other disease have we found so many affected families so quickly," says Dr. Wszolek. "That tells me this disease is not rare, but quite common." He adds, "It is fantastic that you can start an investigation with a single case and end up, with the help of many hands, in what we believe to be a world-class gene discovery."

The study was funded by a Mayo benefactor and the Mayo Foundation. Additionally, Mayo Clinic in Florida is a Morris K. Udall Parkinson's Disease Research Center of Excellence supported by the National Institute of Neurological Disorders and Stroke.

Figrefighters battling fire at north Tulsa church

Tulsa firefighters are battling a fire at a north Tulsa church.

Crews were dispatched to a fire at the Cornerstone FWB Church, 4928 E. Latimer St., at about 10:15 a.m. Saturday.

When firefighters arrived at the scene smoke was billowing out of both gables, said Stan May, public information officer with the Tulsa Fire Department.

The fire is believed to have started in the attic, however the cause of the fire is still under investigation.

No one was inside the church at the time of the fire, May said.

Unprovoked attacks at heart of 'Knockout King'

(AP) ? Matthew Quain still struggles to piece together what happened after a trip to the grocery store nearly turned deadly. He remembers a group of loitering young people, a dimly lit street ? then nothing. The next thing he knew he was waking up with blood pouring out of his head.

The 51-year-old pizza kitchen worker's surreal experience happened just before midnight earlier this year, when he became another victim of what is generally known as "Knockout King" or simply "Knock Out," a so-called game of unprovoked violence that targets random victims.

Scattered reports of the game have come from around the country including Massachusetts, New Jersey and Chicago. In St. Louis, the game has become almost contagious, with tragic consequences. An elderly immigrant from Vietnam died in an attack last spring.

The rules of the game are as simple as they are brutal. A group ? usually young men or even boys as young as 12, and teenage girls in some cases ? chooses a lead attacker, then seeks out a victim. Unlike typical gang violence or other street crime, the goal is not revenge, nor is it robbery. The victim is chosen at random, often a person unlikely to put up a fight. Many of the victims have been elderly. Most were alone.

The attacker charges at the victim and begins punching. If the victim goes down, the group usually scatters. If not, others join in, punching and kicking the person, often until he or she is unconscious or at least badly hurt. Sometimes the attacks are captured on cellphone video that is posted on websites.

"These individuals have absolutely no respect for human life," St. Louis Mayor Francis Slay said.

Slay knows firsthand. He was on his way home from a theater around 11:30 p.m. on Oct. 21 when he saw perhaps a dozen young people casually crossing a street. He looked to the curb and saw Quain sprawled on the pavement.

Slay told his driver to pull over. They found Quain unconscious, blood pouring from his head and mouth.

Quain was hospitalized for two days with a broken jaw, a cracked skull and nasal cavity injuries. He still has headaches and memory problems but was finally able to return to work earlier this month. Hundreds gathered in November for a fundraiser at the restaurant where he works, Joanie's Pizza, but he still doesn't know how he'll pay the medical bills.

"I don't remember much of what happened," Quain said. "I was hanging out with a friend, celebrating the Cardinals in the World Series. I went to the store and saw a group of kids who looked out of place, suspicious, but I shrugged it off. I got around to the library, and the next thing I remember is waking up on the corner with the mayor standing next to me. I tried to say 'hi' but my jaw was broken."

It isn't clear how long Knockout King has been around, nor is the exact number of attacks known. The FBI doesn't track it separately, but Slay said he has heard from several mayors about similar attacks and criminologists agree versions of the game are going on in many places.

St. Louis Police Chief Dan Isom said the city has had about 10 Knockout King attacks over the past 15 months.

Experts say it is a grab for attention.

"We know that juveniles don't think out consequences clearly," said Beth Huebner, an associate professor of criminology at the University of Missouri-St. Louis. "They see something on YouTube and say, 'I want to get that sort of attention, too.' They don't think about the person they're attacking maybe hitting their head."

Scott Decker, a criminologist at Arizona State, said the attacks are a modern extension of gang-like behavior ? instead of painting over another gang's graffiti as a show of toughness, they beat someone up and post a video on social media sites. The postings spur copycat crimes.

"It's adolescent and early adults, largely male, showing how tough they are. It's done to show off," Decker said.

Earlier this year in Chicago, a group of teens followed an elderly homeless man at a train station. One of the teens walked up to him and punched him in the face, knocking him out as the teen's friends laughed and mocked the man. The exchange was captured on video and posted on a hip-hop site, where it got about a quarter of a million views within two days. The teen was not arrested because police couldn't locate the homeless man to see if he wanted to press charges.

The crimes aren't limited to big cities. In 2009, Adam Taylor had just entered a parking garage in Columbia, Mo. Surveillance footage from the garage showed a group of teens following him. One of the teens attacked, punching Taylor and sending him crashing into a brick wall. A few seconds later, the others joined in, punching and kicking him as he lay on the ground. Taylor suffered bruising on the brain, whiplash and internal bleeding but survived.

Hoang Nguyen wasn't as fortunate.

The 72-year-old retired schoolteacher immigrated to St. Louis from Vietnam with his wife less than four years earlier to be near their daughter. The couple was returning to their apartment after walking to a grocery store on an April morning in broad daylight.

They took a shortcut through an alley, where they saw a group of young people approaching. Suddenly, one of them charged. Hoang was attacked as he stepped in front of his wife to protect her. The attack went on as he begged for mercy, she told police.

Hoang died of massive injuries. Elex Murphy, 18, was charged with first-degree murder and allegedly told police the attack was part of the Knockout King game. His attorney declined to comment.

St. Louis authorities are going to the source to combat further attacks. A special police squad has been assigned to focus on Knockout King, and a city prosecutor is designated for the attacks. But Isom said equally important is an outreach effort to talk to students.

"Certainly we take this very seriously and we're making every effort to stop it," Isom said.
